While some states may use lotteries to help fund a wide range of social programs, others do so only to generate revenue for specific projects. Lottery marketing campaigns have evolved in recent years to emphasize two main messages. One is that playing the lottery is fun and that people should feel good about themselves for buying a ticket. The other is that the lottery is a great way to boost a state’s economy and that people should consider it a “civic duty” to play. Both of these messages are misguided. Lottery advertisements are designed to appeal to the inextricable human desire for chance. They obscure the regressivity of the games and the fact that they are a form of gambling. In addition, they encourage people to spend more on the games than they can afford to lose. This is an unsustainable practice. In the long term, it will only lead to greater problems for lower-income communities.
